Supposedly it is a 3rd round compensatory pick, meaning it will be at the end of the 3rd round before the 4th round starts.
Also, this is the first time teams have been allowed to trade compensatory picks (2017 draft). Lastly, depending on how NFL free agency works out in 2017, the Patriots could have let Collins walk then and still receive a compensatory pick for him in the 2018 draft.
