I usually think they are to liberal with roughing but defender knew that the ball was out of there and didn’t pull off.

Definitely not targeting, but this announcer is an idiot if he's trying to claim that wasn't a late hit. Dude didn't even lower his shoulder till the QB was throwing the ball.

In his defense that is a really bad call at a crucial moment in the game. Indiana goes from looking at 3rd and 15 to being around the 30 with a fresh set of downs.
That should not be a penalty, this is football.
