I am fine with it being a penalty; his arm hit Burrow's head. It wasn't a cheap shot, though. A cheap shot is a hit designed to injure the other player. That was nowhere near the case on that play.

there were two flags...and the ref literally said "There is no FOUL FOR ROUGHING THE PASSER because a timeout was called"
