The problem is these officials are evaluated by the league and that should tel you all you need to know about how horrible their criteria and assessments are.
It is likely intentional, but sports in general is scripted, so this is not surprising.

But there wasn’t a time out called on the field. No whistles.
Chase beat him, refs then realized the guy was trying to call TO and retroactively gave it to him.
You don’t have a 3 minute conversation if you ruled it a timeout on the field.

Not a single referee called the TO on the field. Replay gave it to Vegas after the play (both the completion to the 10 AND the roughing call).
