Yikes, I remember the 2015 draft when Amari Cooper went ahead of him and the pundits lost their mind. That 2015 draft was terrible for WR in retrospect. Only Cooper, Lockett and Agholor turned out to be decent in that draft.
To the OP, Smith was noted as a bust, but Cincy had a few busts in that era, so he gets lost. David Klingler would be another Bengals QB bust. The Bengals have really done well at QB since Carson Palmer was drafted in 2004. You could do a lot worse than Carson Palmer, Andy Dalton and Joe Burrow over a 20 year stretch.

He should be. Ditka offered them the Saints entire draft plus a 1 & 3 the following year.
22 starts in 4 years, 5 TDs and 26 turnovers (13 picks/13 fumbles), completed 46% of his passes.
Was signed by Green Bay cut during camp, signed by Tampa cut during mini camp. Signed by the CFL, made the team as their 3rd string QB for a year.
Then joined "Gods House" a religious flag football team, where he was moved to WR.

There's a mounting pile of evidence suggesting that Richardson is an average-at-best player. And if that's the case (which it appears to be), this is an absolute steal and genius trade by the Browns.
Speaking of busts...when news of the Browns needing a new RB emerged...

Tim couch was picked 1.1, so Smith is generally overshadowed.
Cade McNown went 1.12. Also probably discussed more due to market size

Vince Young with the right coaching and support could have been the GOAT. Instinctual he's the best scrambled ever and had super underrated accuracy(arm strength was average though)

1999 Vick was great though. You could argue that he was better that year as a 19 year old than any year until 2004

Vick had 1 year over 60% completion rate (and this was Philly Vick not ATL Vick), in what I think everyone would agree is his apex passing year.
While Lamar Jackson has one year sub-60%, his rookie year, at 58.2%, which would be the 3rd best year in Vick's entire history)
Note: I'm not counting Vick's 3 games started for Pitt in 2015
