Not suspect. Play was over and the receiver was way out of bounds. The shove was totally a bone head play.

Iowa tight end caught one with :02 left. Rushed to line and couldn’t spike it because need :03 to do so.
Buuuutttt… Michigan defender was hurt so refs stopped the game for injury. Basically gave iowa a timeout and set play to line up the back shoulder throw for the win
