It amazes me still that he’s around.

I believe they changed the pension eligibility requirements in the last 15 years to the 43 day minimum.

I was under the impression that the health care benefits required the same, or I even recall hearing something about a player vote, but I can't find anything that refutes the day 1 eligibility. Maybe that got changed at the same time as the pension eligibility to account for a Tony Conigliaro situation.

Prior to 1980, MLB players needed four years of service to qualify for a pension. In 1980, an agreement between the MLB and MLBPA lowered the service requirement for pensions to 43 game days, but this change did not apply retroactively to players with service time before 1980.
