In Louisiana Football History, the breakdown is as follows:
1 - Louisiana State University - no questions asked as to the dominate football school in the state. A premier national football power as well. Most programs in the nation will get nowhere close to what LSU has done in the last 100 years….nowhere close.
The rest are in a lower class and there is no debate.
2 - Tulane - the university has the resources and means to be a great as they want to be. Their record against state schools not named LSU is very strong.
Distant 3rd - Louisiana Tech - the only school outside of Tulane that has played LSU even remotely close the last 50 years. Tech has a dominating 30 year history against UL-L and UL-M. Louisiana Tech has the best FCS and FBS long term resume and history outside of LSU and Tulane.
Throw the rest of the FBS and FCS schools into a bowl, mix them up and pick. Last place is most likely ULM…despite having a 1AA National Championship in the 80’s, ULM football has been questionable at best.

They've had better teams from time to time. That period is one of them.
But as for better program, that has been Tulane since the beginning and La Tech is probably ahead of ULL tool.
