They had good race pace last week, I think they feel better in getting results starting 11/12 on mediums than they would starting in the top 10 on the softs.

Mercedes clearly had a developmental advantage going into this formula, but the others have caught up.

not really. Verstappen was way faster than Lewis on the first 2 DRS straights. McLaren had better straight line speed than Mercedes almost beat out both RBs.

Under parc ferme conditions, there's very little you can do to the car without incurring a major penalty (starting from pit lane). So if the car has any problems requiring a repair or replacement of a part, his race is already over.

I don't know how they're going to figure out who to penalize. Are you obligated to overtake someone if they slow down in front of you? If that's the case basically 8 or 9 cars slowed down into turn 9 to create a gap including possibly Verstappen.
