Andre Dirty Waters has to be on the all time list. Him and Buddy Ryan were about as good of a player/coach match as there has ever been.
Sad the way his story ended but that dude took way more than his pound of flesh on the field.

Antonio Margarito in boxing. Dude plastered his hands up and basically assaulted Miguel Cotto in a boxing ring. Cotto called him out on it and beat his arse good in the rematch.

Incognito for me.
I always thought he was dirtiest on and off the field. I can't believed he made it as far as he did in NFL, especially through woke-ism and the likes of Bounty-Gate. He spanned the gamut from poking eyes, punching, blind side blocks, after whistle stuff on the field. To full on bullying, hazing, using racial and gay slurs, death threats, etc in locker room and off field. I know his off field may not be "dirty" but pretty sleazy. I think he always got off the hook with "ah I was just kidding" defense. I know to some he became cult hero.
I remember Incognito as being dirtier than Suh.
