As I understand it OSU is along the lines of "prove it" with NIL. Show you will put in the work and be productive and you'll receive bags.
UW is doing it this way as well.

Won’t matter. Deion is a clown coach. Don’t believe me? Look what happened both times he played in the Celebration Bowl. If the other team even has anywhere close to the same talent he does he loses.
