All this means is that in theory they could ask whatever they wanted. That doesn't mean he has to answer them. We'll never know how many times he said "no comment". And I'm pretty confident that they didn't ask any questions that any of us would that tear holes in his story.

Lance had the financial resources to bankrupt people through the court system. As it stands now, manti teo is a dirt poor Polynesian kid who is in line for a smaller payday than he would have in years past. Those NFL checks don't last for long and if his NC performance is any indicator, they will stop coming much quicker for him

Was he given those pics by the girl for the purpose of playing a hoax or harming someone? I don't think so. Yes, consent was given but not for that purpose. I think that sentence has to be read in its entirety. Regardless, that provision seems plenty broad enough, and the intent of the provision is sufficient, to bring a charge, assuming CA law applies.
I would be surprised if no criminal charges are filed. If not, it just makes it clear that this is the biggest, overblown "major" story (though I think it's actually really silly) in a long time.
