The league today says that there was some “gray area” in that rule. Information from the replay room was not communicated directly to the hitter; teams needed a runner on second base to serve as a conduit.
“I’m just telling you from a broad perspective, living it, it didn’t feel that wrong,” said one player who used the replay-room system with the Yankees as far back as 2015. “It was there for everyone, that’s all.”

I have a friend who has a professional connection with one of the Astros training staff from the early 2010's through just a couple of years ago. I've had dinner with them several times.
Earlier this year, he laid this story on me:
MLB called Luhnow and notified him that they would be holding several Astros players, and entire Managerial staff accountable with lifetime bans. Luhnow calmly told them, "we need to meet in person before you do that".
Luhnow met with top execs from MLB and gave them a flash drive with a presentation and told them, "watch this, and I'll be back in 20 minutes." He left the room.
The video was a full-detailed investigation of every MLB team's sign stealing operations -- including NYY, LAD, and BOS. He had the absolute goods on half of MLB.
He came back into the room and said, "you hand out lifetime bans, that video hits the street." I'll take a back-door ban. No player suffers.
MLB negotiated to get the managers the 1 year ban.
That's why Luhnow isn't back. That's why no player received any penalty. Lunhow took the fall because he knew it would send MLB back decades with revenue loss.
Anyway, that's the story.
