Because if you throw the ball on a called running play like that you are going to get an ineligible receiver downfield called on you every time. The offensive line doesn't stop one yard from the line of scrimmage on running plays
Also only the QB is protected from intentional grounding. The RB would have to find a receiver to throw to.
