They are, just not a high percentage. Have you seen some teams like Tampa's struggles with 2 starting kickers? The punters would probably be decent from 20 yards and in, but NFL posts are very narrow.

Really no different then back up quarterbacks not really being suitable long term starters.

Plus you have a couple left footed punters.

Punting is so much harder than placekicking, it’s easier to go from punting to kicking than vice versa imo
