Yeah. The schools got away with not paying players for a long time while they were pulling in bank.

They also call boosters and tell them that they need a new cornerback and it’s going to cost $100,000. This may not technically classify as “direct” but it’s pretty much direct.

I don't see how you can get rid of it without collective bargaining or making all athletes sign contracts, neither of which is likely to occur.

It will be interesting to see how much "teeth" this actually has in the face to legislation and expected litigation to sidestep this requirement. The recent Tennessee legislation essentially told the NCAA "we don't give a damn about your rules. We are going to try to make sure Tennessee schools/booster can pay players as much as they want...without any NCAA interference." If the legislation proves successful as an end-around the House settlement you can bet your last dollar that, at minimum, the other SEC states aren't going to stand pat and allow Tennessee to have an advantage in the arms race.
Personally, I think the House settlement will be litigated/legislated into irrelevance pretty quickly.
