I don't think you understand this game and the rules. Umpires can call the ball dead and it doesn't stop runners in other situations. At that point, it becomes umpires discretion as to where the runners should be.

By the way, I'm assuming it doesn't matter if he calls time. It's just like if a fumble is ruled not a fumble on the field and a player on the other team has clear recovery when they go to review it.

It's the biggest issue with the play so I'm not sure how it's a non issue.
Had he known the rule then none of this happens. The rule itself is clear. But when you call the play dead it's hard to just say "oh let it go, the run would have just scored". Yea, it probably would have but very rarely are players in baseball just awarded the base in a situation like that
