These full wet conditions make things more predictable, less chaotic. We need the rain to stop, the track to dry up, and then the rain to come back later in the race.

Kind of seems like F1 made the call for a safety car formation lap and that requires all teams to take full wets.
However it sounded like Yuki is on intermediates so maybe it isn't required, but they have to allow time for all teams to get and change.
