I know damn well I’ve seen calls not get overturned because a toe was in bounds.
If that’s the rule — the whole foot has to come down in bounds — then that’s the rule, but I’ve never seen it called that way.

If the heel hits first the whole foot has to be in bounds. If the toe hits first only the toe has to be in bounds

The difference is the way it comes down. If the tow taps and comes up or taps and drags across the boundary, that’s in. If the toe hits then the rest of the foot finishes landing like a step lands, the entirety of the foot has to land in bounds.
