This will be funny tomorrow when all the "huge golf fans" (aka the ones who watch one tournament a year) try to explain to each other the rules (of which they have no clue, but act like they do because they played a round at the municipal course two months ago).

So why didn't Tiger drop it closer to the location of his last played shot? Did he think dropping it "2 yards" away was acceptable?

It was just the force that made the ball go into the hazard, nothing else. However, it did change the line in which he should have dropped. When the ball ricocheted off the flag stick and entered the hazard, one of your option for a water hazard is to take that line (the one where the ball entered the hazard in line with the hole) and moving as far back as you want.

No. The only time hitting the pin will have anything to do with a ruling is when it hits the pin and goes in the hazard on the fly. If it is a lateral water hazard (red stakes), and the ball never touches the ground before entering the hazard (the pin is not the ground), then you have to drop in front of the water.
