So write a check for the extra $5k you can't borrow if you want the house so bad or negotiate down on the price of the house or don't buy it.

Typically the purchaser would be the one paying for the appraisal through their bank / lender.
Unless this is just two people doing a cash deal and he is the seller, in which case no way the appraisal company would change their value as they could very easily get sued by the purchaser (and lose their license) if they found out about the change in value without reasonable justification.

Appraisals are the biggest racket around. All they do is go by what other houses are selling for. Most of the time they put little or no effort into determining the actual value. And before any appraisers jump in, I've seen you work firsthand. Your bullshite won't fly with me

A lot of appraisals are bullshite, but you get what you pay for. I don't understand what else would you have them go on other than
People can look at land value + development costs, but costs do not always directly translate to market value.

Idiots like you and appraisal companies are the reason for the 08 housing crash. You agreed to pay 5k more than the house is worth. Suck it up or pay the penalty and back out of the deal.

I always question those appraisal numbers. Everyone I've ever had was wrong.
Just recently my house appraised $120k less than what a 3rd party comp report came in at.
I can understand the numbers being somewhat off but $120k???
