Doesn’t look like any more rain coming. I understand not wanting to start Eyenson if there was a chance . Everything looks like it’s staying north of us but I guess he wants to make sure.

The official answer is that it is both the NCAA and a school appointed expert that monitors the situation who collaborates and makes a call.
In practical application, the NCAA just rubber stamps what the school appointee says.

Because they can’t hate on the product he puts on the field, so they have to find something to bitch about.
Only a fricking moron would think that the NCAA, who controls and runs the tournament with personnel at every host site, would leave such decisions to the home teams.

That is for regular-season games. For postseason, the final call is an NCAA official onsite, but the home team coach probably has some influence. If it is a lightning delay, that is determined by a service with hard and fast rules about how to proceed.
