But he didn’t “sign an NFL contract” which is the distinction that the SEC has decided it is willing to go on full on cuban missile crisis brinksmanship over.

The relevant question, from the SEC's standpoint, is whether he signed a contract with a pro team or not. If he only participated in minicamp but never got signed (like Cole Hutson at UT), then he would be eligible.
I am not taking a position on whether or not that rule makes sense, but that's what distinguishes him from the two former Ole Miss guys that LSU is interested in. That, and the fact that they previously played for another SEC school.

Zxavian Harris' "contract" was for zero dollars. he got paid nothing, and didn't practice a snap
The essential argument is this:
Good enough for minicamp but got cut: Good
Good enough for Training Camp but got cut: Bad.

Decided last week after they found a way to carve LSU out of the crowd and single LSU and Kiffin out.
