The new arena might be in trouble

BATON ROUGE — Former Baton Rouge Councilman Darrell Glasper Sr. has filed a lawsuit alleging that two recently-created economic development districts broke the law when they raised taxes on local businesses without taxpayer approval.
Glasper's suit alleges that the taxes will take approximately $160 million from roughly one hundred businesses near LSU over the next 30 years.
The two districts — the Louisiana State University Economic Development District and the LSU EDD Athletic Subdistrict — are controlled by the LSU president.
The lawsuit says that Act 203, which created the two districts, defined them to exclude any location where voters might have lived on a certain date, meaning that, in theory, if there are no voters, the districts can avoid voter sign-off on the taxes.
"What will this taxpayer money be used for? Publicly, the defendants have said there is no plan for the money," the lawsuit says.
Glasper, however, says that private messages show that the plan is to use the tax dollars to help fund a $400 million arena along Nicholson Drive near LSU's campus.
"This effort to secretly give millions of dollars of taxpayer money to private developers without voter approval or knowledge is illegal and unconstitutional," the lawsuit says.

I'll be surprised if this project actually goes forward.
1. The president and AD who were in those positions at the time the proposal were announced and (presumably) conceived are no longer at LSU.
2. It's Louisiana. Matters will be litigated ad nauseum with people/contractors looking to get a piece of the pie.

I have a lot of post history saying it will never happen. Politics always gets in the way of good things in Louisiana.

Well Texas pulled off a similar arena which I have been to a few times for concert and it's really nice. I knew Louisiana could not pull it off! To good to be true!

Austin is a booming city where people and businesses are flocking (whether that is a good thing in the long run is a different discussion). Baton Rouge is, well, Baton Rouge...a city that fought tooth and nail to prevent a substantial group of taxpayers who lived in an area not technically part of BR from "leaving"

Not surprised the whole thing seemed to be planned poorly.

Reached Wednesday, Landry said he had not yet had a chance to review the lawsuit. But he said he found it interesting that Glasper was seeking to invalidate LSU’s EDD but not Southern University’s EDD, which is structured the same way under the same law.
Go figure.

Initially private funds were to pay for the arena.
That sounded too good to be true.
I’m glad someone is speaking out.
This deal hasn’t been very transparent.

Good, its not needed.
LSU has plenty of other things that need funding over this.

The initial plan (at least what was announced) was some degree of private funding would pay for this and the arena would be some sort of partnership with BR/EBR. Basically the model is the Moody Center at UT in Austin. Texas plays their basketball games there, but the arena is also used for other entertainment events (most notably, concerts). Part of the plan was to build up the area around the arena with retail/business. It is planed to be built on the current LSU golf course site (which is currently a big waste of prime real estate). Given how close that site is to the abject slum that is Tigerland, perhaps the new development could spurn a "gentrification" of that area too. That would be good for both LSU and BR
