That's part of it. It was perceived as an advantage in college admissions and hiring to claim a special sexual identity. But maybe it stopped being "special," and thus no longer as much of an advantage.
I think a lot of cynical assholes were just picking "other" or "pan-sexual" and "they/them" because they thought it could make them untouchable.

I think you're attaching a legitimacy to the actual sexuality that never existed. If you look at the chart, it speaks of identification only. That doesn't mean that there was a sincere belief in that sexuality and the shift back furthers this argument.
It was really cool to label yourself bi for a period, the same as it was cool to have frosted tips or wear JNCOs, and with all those trends it became uncool at a certain time and people stopped and went in a different direction. The ebb and flow of culture

The OP blamed USAID, and your first response dismissed that causal explanation as “natural ebbs and flows.” You then agreed it was a social contagion and claimed the culture made identifying as bisexual fashionable.
Asking whether institutional and media promotion helped make it fashionable is directly applicable to the original argument.
