You still only have 11.7 scholarships to spread out amongst those 32. So yes you can put 5 more people on scholarship but only by reducing the scholarships that you had already promised.
I refuse to believe that anyone can be so stupid to not understand something so simple.

I everyone understands. We have 11.7 scholarships to use. We can now split them between 32 players instead of 27. That’s not an increase in scholarships just scholarshipped players.
