Generically, maybe. Specifically, not so much. All universities have "special enrollment options" for highly desired people.

And Vanderbilt's are still higher than probably the average student at LSU. They aren't accepting students with an 18 on their ACT like LSU will

Baseball is only allowed to give out 11.3 scholarships. Therefore, most players are on 1/2 scholarships. Vanderbilt is about 10 times the cost of LSU. Therefore, those kids who get 1/2 scholarships are required to come up with a lot more money to pay for the rest of their tuition. We're talking 10x's of thousands of dollars.
Tulane used to get around that by giving certain ballplayers full tuition Legislative scholarships. Certain Tulane baseball friendly legislators allowed Tulane to use their legislative scholarships to recruit baseball players. However, they put an end to that a few years back. Or, at least, that's what they claim. Of course, that didn't stop Tulane fans from crying like a bunch of little b!tches and saying that TOPS gave LSU an unfair advantage.

Vandy can offer scholly to students that meet their academic standards but do not have the money to attend. since it is offered to all students they can offer it to baseball players. thus they look for that person to get around limits!
It costs about $75,000 a year to attend the school.
thus they have the #1 & 2 projected players(pitchers) in the upcoming draft. beats topps like a drum & you can go worldwide for players!

That's not "scholarships" - that's need-based grants. And they can only offer these grant using the same financial criteria they use for all students. In most cases, to get a need based grant to a private school your family has to be pretty damn poor. And, unlike football and basketball players, baseball players typically do not come from dirt poor families. Kumer Rocker certainly doesn't come from a dirt poor family

Not when it’s your second year in college and you make it to where you aren’t a dependent of your parents anymore. Boom, you’re poor enough for need based scholarships.

Vandy has special admissions which the AD can use to get athletes into the college. Vandy athletes do not have to meet the usual Vandy admissions standards.

Why is it so difficult for folks to understand that even college coaches, making a load of money, burn out. Paul is bunred out. It's time to retire and go coach a youth travel ball team.

There's one huge problem with your scenario. They would have to make that rule apply across the board so that all of their students would then be eligible for massive need-based grants even if their parents are multi millionaires. There is no f*cking way on God's green earth that they would do that. They would setting up a system whereby virtually every kid in the school would be going there for free on a need-based grant because every student would claim that their parents are no longer supporting them and they are on their own financially.
There's a great line from the movie Soul Man -- "[The financial aid office] helps students whose parents are poor. Not students whose parents are a$$holes."
