If the UCL report is true, it wouldn't have an affect on his velocity right now. It would be down the road when it needed to be replaced. In the news story it talked about how a small UCL could potentially be allowing him to throw harder.
Like y'all said though, Astros can't release anything so we don't know for sure what is going on.
