He can transfer and play at any program except SEC program for 2024.

Where are y’all getting this?

Unless the rules have changed again since April, you have to enter during a portal window in order to be immediately eligible at any D1 program. The next portal window does not start until December.

Dumb decision if he can’t play this year. Leave LSU and sit out this year? Would have been better off playing in whatever capacity he could then leaving after the season.

If he plays less than five games he can still get a redshirt right?

So either he plays a bunch and transfers with 3 years to play 2, or she gets a redshirt and transfers with 3 years to play 3.

Quitting now, I guess this year doesn’t count against him? Does he get 4 years to play 3, or 3 years to play 3?

He played in 12 games last year so yes, he has 4 years (including 2024) to play 3 at this point.

I think players can transfer schools at any time, they just have to sit out if it's not during the transfer window. Probably some recruiting rules with that as well.

So I found the relevant rules in the D1 manual:

13.1.1.3 Four-Year College Prospective Student-Athletes. An athletics staff member or other representative of the institution's athletics interests shall not communicate or make contact with the student-athlete of another NCAA Division I institution, or any individual associated with the student-athlete (e.g., family member scholastic or nonscholastic coach, advisor), directly or indirectly, without first obtaining authorization through the notification of transfer process.

The “notification of transfer process” is the transfer portal. So he can’t have any communication with another D1 staff until the portal opens.

Even if he officially withdraws from LSU, he can’t have contact with another staff until either A) a full academic year has passed or B) he enters the portal.

I think LSU might be able to process him in the portal outside of the official windows at LSU’s discretion. The D1 manual doesn’t technically say that the process can’t be initiated outside the windows - it just says the only time a school has to process it is during those windows. So maybe LSU takes the high road here but I don’t know why you would set that precedent.

Coaches can't initiate contact, but I would assume that Markway can reach out to a coaching staff himself without penalty.

That’s not what it says, though. It doesn’t say “coaches shall not initiate contact.” It says they “shall not communicate or make contact.”

I’m sure the standard is much like high school recruiting, where if a coach runs into a recruit outside of the contact windows, the coach basically has to limit the conversation to pleasantries.

Let’s not be naive though - coaches have “impermissible” contact all the time and get away with it. Transfer tampering is certainly no exception. I’m not saying that he won’t be able to speak to another coach. What I am saying is that I don’t see how he can receive a scholarship or participate in any team activities at another D1 program. It would be an obvious recruiting violation by that school.

ETA - from the “definitions” section:

13.02.4 Contact. A contact is any face-to-face encounter between a prospective student-athlete or the prospective student- athlete's family members and an institutional staff member or athletics representative during which any dialogue occurs in excess of an exchange of a greeting. Any such face-to-face encounter that is prearranged (e.g., staff member takes a position in a location where contact is possible) or that takes place on the grounds of the prospective student-athlete's educational institution or at the site of organized competition or practice involving the prospective student-athlete or the prospective student-athlete's high school, preparatory school, two-year college or all-star team shall be considered a contact, regardless of whether any conversation occurs. However, an institutional staff member or athletics representative who is approached by a prospective student-athlete or the prospective student-athlete's family members at any location shall not use a contact, provided the encounter was not prearranged and the staff member or athletics representative does not engage in any dialogue in excess of a greeting and takes appropriate steps to immediately terminate the encounter. (Revised: 1/11/94 effective 8/1/94, 4/25/18)

I'm guessing he wants to preserve his year of eligibility and potentially transfer to another school before classes start. I don't think he can play elsewhere this season because the portal window is closed.
