That was your first mistake...you actually read Rivals. 
I watched the Under Armour game and he is big enough, obviously fast enough, great hands, runs good routes, etc. I posted the following before one time on the Recruiting board... trust the QBs. The announcers said "the QBs throw to the best receiver and that is why Boutte is getting almost all the balls thrown to him."

There is a big difference between 200m speed and accelerating past a bunch of fools in the first 5-10 yards, which is much more important in elite football.
I have no idea if Boutte has the elite football speed or not but let’s not pretend he’s ever going to run a 200 yard sprint on a football field.

After watching the all star game, I mentioned that I remember Jarrett being thrown to a grand total of 1 time and it wasn't complete. As far as speed regarding Boutte on the football field vs speed on the track that another poster brought up. I have one thing to say to that. "Tell that to the DBs in the Under Armour game (I assume they have some skill to have been playing to begin with) that were reading the back of his shoes the entire game". 'nuff said
