Guarantee you Os replacement list was made early on last year in case needed. Maybe even sooner.

O’s buyout started at $21m at the beginning of this year, but it’s already gone down based on his compensation earned this year. If he’s fired at the end of the season, his buyout is ~$17m

No, if they fired him after this season he would be owed $21m.
He is owed $21m plus the remaining salary for the year.

Pelini could have taken the deal or taken the $4.6m in installments.
