According to a couple if quick google searches NC St invested 4 million on their roster.
No way that's right. Darrion Williams was one of the top transfers on the market and considered preseason ACC poy pick. He would've been at least 3 million.

Which state has better high school basketball talent? Louisiana or North Carolina?

LSU is a member of the SEC. NC State is a member of the ACC.
Why does that matter? Ther per school revenue distribution in the SEC this year will be ~$75M. The ACC per school revenue will be less than $50M. And that is not considering the fact that the SEC (and Big 10) are pulling away from the ACC and Big 12 in terms of revenue. The ACC is the next conference to fall, even if that is not immediately. FSU and Clemson want out, badly. Why? They are getting left behind by their SEC and Big 10 contemporaries.
The ACC is going to a new model where the conference revenue will not be distributed equally. The amounts distributed are going to be tiered largely based upon TV viewership. Primarily football, followed by basketball. That means if less people are watching NC State basketball AND football, the school gets less money. The SEC doesn't have that problem.
NC State is not a bad program. But it's going to be behind Miami, FSU, Clemson, UNC, and others in terms of football. It will be behind others, Duke, UNC, Louisville, etc in basketball. That means the $25M gap in revenue between the two schools could quickly move to a $40M or $50M gap. In a world where money and revenue sharing will only become more, and more important, I'd rather be LSU than NC State.
The ONLY thing keeping LSU from rabid fan support (like gym and WBB get in the SAME arena) is winning. Under the current MBB that is never going to happen and it will probably cost more to host a game than the revenues it generates. But start winning and that arena fills up quickly. How do we know? 2019-2022 happened.

The only negative thing is they are currently the 3rd best team in the state
And while the SEC has made great strides (with no help from LSU) in the last few years, the ACC is still regarded as the best conference in college basketball.
It would be like saying North Carolina is a better football job than Auburn.

ACC is the 4th or 5th best conf depending on the year

NO.
They have better fan support, NIL support, and facilities.
Now, the last 2 aren't monstrously different, but they are different. The fan support is just something they have a better baseline due to a better basketball history and LSU being more focused on football and baseball.
So it would take a lot to pull Wade away (this is why you are asking, right?) and there are a number of coaches that are as good as if not far better. Just need to do the research.

A two second google search says you're wrong.
NCST NIL- 4 million
LSU NIL- 8-10 million

Of course he is which is why he’s using a best case vs worst case 1 to 1 comp on something totally outside of resources and pay to make the claim. Our coach, the worst in P4 makes more money in salary than their blue blood program UNC’s coach. His contract is strictly incentive based but our bum gets his money going 2-16 every year because the SEC is king.

you should get an extreme amount of down votes for a question like this.
I will never understand how people over value or program in comparison to other, far far more successful programs currently, and historically.

LSU is the better job.
NC St is the 3rd best program in their state and the gap between them and 2 is huge. The gap between them and 4 (WF) is not.
They do have 2 titles but the last one was in 1983.
In the last 20 years they have just 2 more ncaa tournament appearances as us and one of those they werent going to make it until they won their conference tourney. That same year their fluke run continued and they went to the final four... but thats their only appearance in the final four in those 44 years since their title. We've been twice in that time span.
If the argument is support - sure. NC St's revenue share program provided $1m more than LSU's did to their respective basketball teams. I'm pretty sure that difference and then some can be made up to lure Wade away. Our athletic department as a whole generated over $100m more in revenue last year than nc st did. 223m vs 120m. Almost double the revenue - they're not gonna be able to out-bid us if we really want Wade. In fact the losingest coach in program history and that we should be firing currenrly makes more money than Wade does at NC St.
The brand is real at LSU. Had Will Wade been at NC St when the wire taps and investigations went down do you think nationally people would have cared as much? I dont believe. No one gives a shite about NC St. LSU's brand identity shows up everywhere. In nearly every sport (with the exception of men's basketball) you can turn on the TV and see us competing at the highest levels. You turn on ESPN and our alumni are all over it. Star power abounds here. And for basketball we have a living legend, Shaq, that frequently shouts us out on air, and frequently returns and is seen around campus.
Wade understands he was building something here. 10 players that he coached here went on to play in the NBA. He had the most consistent run of tourney invites in the last 40 years. He knows that it can happen at LSU and when it does the brand will be more visible than nc st could ever dream.

lol no. College basketball is king in NC.

Yeah. Nattys is really the only stat that matters. Nobody gives a shite how many times you've choked when it matters most.
They’ve also produced decent nfl players like Steve young.
