According to the Alabama League of Municipalities, around 25 local municipalities impose these privilege or occupational tax rates:

Because government taxes are collected in multiple forms, you really can't look at just one method within a geographical area and determine it's an unfair or high tax rate. It's complicated and not necessarily a Dem vs Pub issue.
No doubt that large cities have to spend more money on government services and infrastructure to support large populations vs people that live out in the country with very few government services.

I don't even know why the city would care anyway. It seems like they ultimately got paid on what he owed and the company then voluntarily reimbursed (presumably from somewhere out of the City of Detroit) what he got docked for having to do a three month stint there.
At worst, there may be some de minimums IRS implications in that, but you have to be reading a lot into his little blurb to assume he fraudulently skirted whatever needed to be reported there.

Or people are just born in a place where these things exist and it's their home with their family and friends and they have to live with it if they want to stay home.

If a company is taking a nontaxable expense to cover taxable income (ie illegally avoiding paying tax), I can assure you with 100% certainty every taxing jurisdiction will care if they become aware of it

At one time they had a work tax. If you worked in BHM you got taxed. There was a lawsuit and it went away. We got checks back for a few dollars. Hell yeah!

yes. of course, they call it an occupational tax.
I don't even live in the city. but I used to be able to get a library card like a resident. I could possibly access other services as well, but just never tried.
EDIT. UPDATE. According to Gemini, library card is the only "benefit" I'm eligible for.

I lived in Philly for 11 months, it's a little over 3% if I remember.
A lot of the big employers in the metro area build suburban offices in West Chester, King of Prussia, Delaware, or New Jersey and other places to get around paying it. You actually see just as many people commuting to the suburbs as people going into Philly.

I work in payroll.
LOTS of cities have payroll income tax.
Now states are also implementing their own FMLA laws where the states pay the employee.
This is funded by a payroll deduction EE and ER as well.
