It's a bit of both, but it is mainly about money.
The Indian consulting companies have a pipeline from India. Most of them work offshore from India before they get the opportunity to come to the US. When they send a guy from India to the US, they backfill the position in India. They guy they send to the US may make about 2/3 of what a similar US employee makes, and the guy they hire in India makes about 1/5, or less. They get away with it by bringing him to the US at a lower pay grade then his experience would dictate. They pay a guy with 5-7 years of experience working in India about the same as a recent college graduate with no experience would make.
Not all of the consultants who come to the US stay. Many go back to India for various reasons, and they work remotely from there, using the experience they gain from working in the US. I believe the consultants in India who have US experience earn more than the ones who have never worked overseas, but less than the US consultants make.
So that pipeline to the US helps make their workforce back in India more effective and better trained.

Obviously in Texas an HB-1employee is allowed to bring their entire family with them when they move.
Near what is referred to as The Technology Corridor in Richardson Texas every Walmart, HEB, Target on and on has a staff of (at least) 75% Indian women.
The high schools are nearly all Indian students too.

It's both. Tech companies love the H-1B program because it's basically corporate indentured servitude they hire guys at entry-level wages and hold their green cards hostage so they can't quit or complain. But you’re 100% right about what happens next. Once one gets into upper management, the "referral network" kicks in, the American contractors don't get renewed, and the entire team gets replaced by guys from the same region or university overseas.

They still havent produced anything in 30 years and this entire system requires the sacrifice of American workers. We are literally destroying Americans for India. Explain to me how that makes ANY sense.
