Truth is that the players agree to taking below slot prior to being drafted. If they don't, team goes down the list until someone agrees to it.

It’s a bit of a self fulfilling prophecy because no super talented juniors stay for senior year. If Paul Skenes stayed for another year and did the same thing, he’d get full slot money. We just don’t see uber talented guys stay.
