So why does he get to decide how much time in a weather delay?
Just like how insurance shouldn’t be telling doctors what meds should be covered and which should not.
The atmosphere is tapped out. No random storm is going to blow up at this point. The ball should be spotted now.

He didnt dictate the delay time, he just insisted on a full 90 minute warm up after the delay. Which is standard.

Maybe because those are the rules. He didn't decide how much time. He confirmed that he would get the full 90 mins so they wouldn't alter their routine.

We have lightning detectors at my work.
They go off if it is within 6 miles. That is the industry standard.
