I've built two PC's for myself (about 10 years apart). Both times, I was pretty much starting from the beginning in terms of knowledge of parts.
My advice is, go to sites like Tom's Hardware, Overclock.net, or any other major PC forum and read read read read. On Tom's Hardware they generally have specific sections on the best components for your budget.
Once you get a feel for what the top components are for your budget, go onto sites like Newegg and look up different parts that you've seen discussed or suggested and read the reviews.
You'll be surprised how quickly you pick it up after a couple days of research and you'll find that you've retained a lot of good information to make a good decision.
Then comes the fun part, picking out your parts, comparing prices, reviews, etc... It's addicting. Just take a few days to do your research. It's worth it.
