Turn out the light, put on headphones if you like, and get scared out of your pants.
F.E.A.R. was it for me, too bad it doesn't hold up too well.

Dead Space has the best atmosphere + gameplay combination of any horror game I've played, ever. (the original, not the sequels)
There are scarier games out there for sure, but it's the best overall game that's also a scary game.

In terms of new games, there is a preview of some new game called Visage that came out a few weeks ago on Steam. I watched a few streamers played it and it looked promising. It's just a beta preview though, like the first chapter of a planned 8 chapter game or something like that.
Def. light on gameplay and more about tension and atmosphere.
It's supposedly inspired by the PT demo from a few years ago, it also has a "sanity" type system where crazy shite begins happening the more insane you are.

Definitely Dead Space as previously mentioned. And depending on who you are, the two evil within games are creepy.

Star Wars Episode 1: The Phantom Menace

I am going Resident Evil. There is scarier, but they invented the survival horror.
Playing that game in college late at night when it came out gave me nightmares.

this thread reminds me that Metro Exodus comes out in 4 months.
metro isn't traditional "scary" but im claustrophobic so that underground shite freaks me the frick out

that zombie game that came out for the WiiU was certainly effective. It made my heart jump several times.

nothing has scared me more than Amnesia Dark Descent and the Shalebridge Cradle level from Thief Deadly Shadows

Eternal Darkness on gamecube was creepy as hell... as well as the original Silent Hill

Still atmospheric thanks to the great soundtrack (as long you don't play the Dual Shock version which unfortunately is the one on the PS store).

Haven't played any scary games in a while but most I can remember are early PS games.
Resident Evil 1 & 2
Silent Hill 2
The Suffering
Deadspace
Fallout 3 had some creepy areas in the downtown DC location of the map that consisted of lots of dark underground areas filled with ghouls.

F.E.A.R. was incredible when it came out. F.E.A.R. 2 was, to my mind, even scarier than the first one. I wish someone would remaster and re-release those games.
System Shock 2 was pretty damn terrifying when it was released. It pioneered a lot of gameplay aspects that we take for granted these days. Otherside Entertainment is working on a sequel, but who knows when or if it will ever be released.
Outlast is the scariest game I've played recently. Outlast 2 had the potential to be even better, but I haven't finished it yet because I find it to be so open and so dim that it's difficult to figure out where you're supposed to go sometimes.
Layers of Fear is a very nicely done, very atmospheric and spooky puzzle game.
Alien: Isolation had its moments, but overall was not as good as I had hoped it would be.
Asemblance looks like it could be good. I have it downloaded but haven't played it yet. SOMA also looks excellent and is on my play list.
Routine, The Peterson Case, and Visage are some upcoming horror titles that look to have a lot of promise.
