What would be the two places one shouldn’t miss (preferably under $15) when in town? Can be any cuisine.

Houston is the fourth largest city in 'Merica, so you're going to have to narrow it down a bit as to what part of the city...and under fifteen bucks in a big city...really? Perhaps a couple of tacos and a Mexican cola somewhere for lunch?
If I only have two "shouldn't miss meals" in a big city I'm certainly dropping more than fifteen dollars.

Under $15? Pulled Pork Tacos at Pit Room BBQ
Seriously, spend another $10 and go get a beef rib at Pit Room BBQ. Worth every penny.

Under $15? Maybe you can get the two meat plate with water at Pit Room.
Or get three tacos from the taco truck on West Alabama for $6, then head to Brash for $3 pint happy hour.

Lunch at Pinkerton’s BBQ. Might run you a little more than $15 to do it right. The Jalepeno Cheese Rice would be one of my side dishes.

Tacos Tierra Caliente
Its a old taco truck but it has the best tacos in Houston by far. No way you go over $15 dollars eating here it is super cheap. Also you can walk across the street to the ice house and have a cheap beer while you sit and eat.

I really enjoyed chicken station last time I was there. It is fast-casual Peruvian food.

For $15? You won't get much meat. They are proud of it.
It is excellent though.

One (maybe both) would be BBQ. You could probably get at least a 2-meat plate (recommend fatty brisket and ribs) for $15 at one of the following:
1) Corkscrew (old town Spring, TX)
2) Roegels (Voss Rd)
3) Pit Room (Richmond)
4) Killens (Pearland)
