So they break the law, then claim ignorance as a defense? Nice

They are run by 501(c)3 organizations and are not held on the premises of a brewery.

They sell way more than 10% of what they brew, hell you can buy their beer cheaper at rouses, ofcourse they are MAF.

You do their books?
I imagine they're under 10% because canebrake is pretty much in every bar and restaurant in South LA

This reeks of a John Delgado or Smokie Bourgeois melt that led to this "crackdown".

I can almost guarantee one or both are involved, Smokey for certain.

What?
Canebrake is 60-70% of what they brew and I'd be shocked if 1% of that is sold in the brewery. They probably sell over 10% of their hoppy beers (ddh envie, bloom, ghost) at the brewery, but that makes up at most 15-20% of what they brew. It's really easy to see if look at the brewery as a whole, and not just the beers you drink.

The laws should be rewritten to maximize the ability of business to thrive and for consumers to have freedom of choice, subject to legit safety regulations.
But if we are going to have byzantine grandma type rules, the ATC should at least announce ahead of time how it is going to interpret vague provisions before it starts busting people.
If they sent out an announcement that they interpreted the rules a certain new way and everyone had 30 days to get in compliance, that would be one thing. But to privately come up with a new twist on the rules and then storm in and "gotcha!" with citations is ridiculous.
It amazes me that grown arse people with important jobs could be so so chickenshit. A third grader would not be so childish.
The ATC people behind this should be ashamed of themselves.

very brewer who received a citation and/or fine or penalty was not intentionally breaking the law, but the ATC has defined them as engaging in illegal activity.

We need to talk with the county and Sugar Land/Mizzu City governments about offering his business some nice tax breaks to relocate.
