Avenue Pub is the best beer bar in New Orleans, that will be a universal opinion on here.
Other pretty good beer bars Bayou Beer Garden (great outdoor area, lots of hotties on a nice day) and The Bulldog.
Seafood: Peche, GW Fins, Bevi Seafood for boiled stuff, Casamento's (if they are open when he comes).

I've lived here over fifteen years now and remember my very first visit to the Big Easy. One of the places that my local friend took me to was Felix's. Of course I've had many oysters in my time, but there was an absolute thrill of being able to stand at an antique oyster bar and have personal shuckers open these gems right in front of me. It blew me away that a place like that even exists. My oyster shucker (I think his name was Paul) said that he'd been shucking there since the 1940's.
It made an impression on me as a first time visitor, so that's my suggestion.
Where is your buddy from? For instance, my seafood recommendations would vary if he's from Omaha vs. San Fran.

For a GREAT lunch and a huge selection at grat prices I always bring people to Sammy's Deli on Elysian Fields. Always get the Seafood mirliton soup as well.
It's not a secret place, but it gets almost no mention on this board, yet it has won five of the last ten Poboy fests.
Peche is the new must bring people to place as well, and Commander's is a place everyone needs to go to once.
The new hot place Shaya also lived up to it's hype.

$8 - 8 oz beer in the quarter in a plastic cup

I don't mind Bayou Beer Garden(I really like Bayou Wine Garden), but I wouldn't suggest that to someone who is big into craft beer.
Avenue Pub and Courtyard Brewery would be my two suggestions for someone who is big into craft beer.
If you want a wine night, I'd suggest Bacchanal, there is beer there too but I always get wine so I'm not certain how good their selection is.

This place hasn't gotten a mention on here in a while, but consider taking him to Port of Call for a big juicy burger. Lively atmosphere where the locals go. Sure to please.
