Head chef happened to be walking by and asked what was going on. He half-heartedly agreed with me, apologized for being out of food, and walked away saying he hopes we come back.

I don’t think you should have cussed out the server for the lack of product at the restaurant. That’s the manager’s job. However, you’ve pointed out something commonplace with wait staff, particularly those of college age up to approaching thirty; whether busy or not busy, and there are customers waiting to be served or waiting for a check; and that is them standing around, yapping with other servers or their favorite clientele, or on their phones in plain sight. That is what I have a problem with, and will tell them sternly, followed by the manager.

A couple of things here:
1. Don't treat people like shite. You don't like it when it happens to you so don't do it to them
2. Yes, they could have communicated better
3. Do not go out to eat right now if you haven't understood what your electronic jewelry tells yoy every day. Labor shortages and supply chain issues do not go away because you got hungry
