Most pie’s were $25 or so. So if you are by yourself it’s not that ‘cheap’ imo.
Most beers are $10-12. So a pizza and 2 beers can easily get close to $50 for a single person

Why buy a whole pie if you’re by yourself? Or, if you do, shouldn’t it at least be for two meals?
If the OP really wants cheap eats, he should head to Rudy's Bar & Grill on 9th Ave. cheap beer and you get a free hotdog with any purchase.

Manhattan. Hells Kitchen had the most restaurants per area. And many well priced.

Jimmy’s Corner is a cheap bar in mid-city. Pretty divy, decorated with boxing memorabilia. You probably can’t find cheaper beer in NYC.

If you're downtown, all the way to 5th Avenue, and Washington Square Park, continue walking a block through the Park to Bleecker Street. Bleecker Street runs the length of the East and West Village. And there are tons of great, small casual restaurants, like Halal stands, burrito's, taco's pizza, desserts and snacks.
23rd Street and 5th Avenue is Eataly, Mario Batali and Lidia Bastianich's food mall. You can get a slice of pizza, desserts, pasta dishes.. huge assortment of offerings for a reasonable price.. and it's a lof of fun to explore.
If you're in Chinatown, you have to stop in at WoHop 17 on Mott Street.
Those Halal cart and food trucks are on 5th Avenue at Rockefeller Plaza.

Hapy Hours matter everywhere, but even more so in NYC for cheaper drinks and eats. Should be multiple options depending on what neighborhoods you will be in. And pizza by the slice for late evening.
Specific area recommendation...in Brooklyn, Flatbush Avenue by Prospect Park has a great variety of food/drink spots, a few are more high end, but most are local spots that have good NYC prices (from my recollection, but will admit its been a few years since I've been out the way). From the Prospect Park Station can take Q train express to Manhattan, I think.

I wouldn’t say most places at all. Plenty do, absolutely especially those with counter service. Plenty that target the lunch crowd for sure. But your sit down type of places are generally made to order.
