Of the true champagnes: Levert Freres Cremant De Bourgogne
There are a lot of proseccos that are better in the price range, Cupcake and Chloe come to mind. Believe it or not but Snoop Dog's 19 Crimes sparkling wine is actually good in this price range.

Gruet is the best I’ve had that didn’t come from actual champagne, France. Haven’t bought a bottle in about 3 years, but last time I did it was around 15 bucks.

Cava is a Spanish sparkling wine made in the same method as real Champagne. You can usually find some really good quality options for under $20.

In response to the people who said that you can’t get real French champagne for $20 I will say that the closest you can get is Ernest Rapeneau that Trader Joe’s sells for a little over $10 for a half bottle. We are having some now. Not bad.
