A lot of good mentions so far.
I also really enjoy Rendezvous, Le Bon Temps, and Delachaise.
I think best overall might be Mimis though.

I know a lot of people who hate Lucy's, but I've always had a good time there. Not so big on the District though

I only really go to lucys after saints games, but have been a few times in the past year for other nights and always had a good time.

Think some are missing the part about count wanting to get drunk and act an arse. Some of these places are good bars, lets keep it that way.

You're right, and you know what in all honesty, Lucy's is a great spot for that. The drinks are not expensive, there will be women there, and despite it normally being somewhat cheesy, you can get pretty wild there without having to worry about stepping on someone's Pumas. I've seen less fights there in 6 years than I did in probably one week at <insert LSU bar here>.

I can recommend from experience this course of events for getting blasted and regretting it the next two days. The good thing about getting loaded on Bourbon is I usually don't run into people I know and instead am surrounded by tourists who think I'm one of them.
