Like how much rent is, how much your car insurance, monthly car payments etc.

I don't tell people my personal financial business, not because if it is rude or not, but because it is no one's damn business. If someone wants to talk about their crap, I can't stop them. I don't give a fig and it goes in one ear and out the other.

Unless you are asked, people generally don’t want to know your finance, how many girls you’ve slept with, how big your house is, etc.

At the very least you should ask in a way that makes it easy for them to say no if they don't want to talk about it or allows them to speak in general terms. "If you don't mind my asking" is the bare minimum. When my neighbor sold his house I didn't ask what he sold it for but whether he got what he was looking for. If they want to elaborate they can, but if they don't they can still give you useful information like how strong the market is.
