One thing that has been posted on here for years is that the US/Canada should really focus on moving manufacturing from Asian countries (especially China) and moving them to Mexico and other Central American countries. Giving these areas economic opportunities will decrease their emigration to the US and create better trading/economic partners for the long-term. It will also make a huge dent in the narco state issues that these countries face. A developed Central America is great for all of North America.

While all great points, you’re asking to move manufacturing to countries that are tiny populations, unskilled, and often times do not have any industrial base.

It would make the most sense but first you would need those Governments to invest in the countries more in terms of infrastructure.
