At which magnitude can a person begin to notice an earthquake if they are near the epicenter? I see that the Quakebot registers a bunch that are 1.0 to 1.4 in magnitude.

Depends on how deep it is, what type of rock or soil.
I've been in 5.0 quakes and never knew it. I've also been in 5.0 quakes and felt it pretty good.
Soil type is extremely important, as is depth of quake. I was over 200 miles from the Denali Fault quake (7.9) in 2001, and it felt like the world was ending. We were on sediment at the time.

I figured there would be variables like that, but is a 1.0 generally felt just over it? Additionally, the Bot registers so many just wondering if any are felt.

Only ones I've been in were 3.2-3.8 range. You could definitely tell something was amiss, but it may take a few seconds to realize wtf is going on.
