Anyone know what it means when the power goes off for 20 seconds and then back on? Is that something going on at the source, or limb hitting a line somewhere?

Power has been out at my house since 11am. We have a Dyson vacuum plugged into a charging dock, which is plugged into a standard wall outlet.
The vacuum just began turning on and off on its own. Again, there is no power to my house. The vacuum’s LED display panel keeps lighting up also. Wtf is happening?
