Did Bush offer help to New Orleans/Louisiana prior to Katrina?

I have heard that he offered aid prior to the storm but was told by local officials that it was not needed. Is there any truth to this or just another Katrina conspiracy? Also, what crazy Katrina stories you got?

Gov had to request it per law. She didn’t until 2-3 days later.

Our governor at the time (rest her soul) had to take naps, pray, and meet with 20-something year old staffers, before she would give the okay to allow in the federal response team. Nagin was actually begging for them. It caused a bit of delay and likely a number of lives.

Just after the storm, Blanco had to "sleep" on her decision whether or not let federal troops in to help... By the time she woke up it was too late...

Wasn't the proper request procedures not followed? Or that was what the Feds said.

Don't really remember much about an offer before Katrina. You have to remember, it kind of took a crazy shift in path late in the game.
But there was some BS going on shortly after it hit between state officials and the Feds about help. Once shite really hit the fan, the Feds came in though.

The way I understand it, the Feds cannot send in the National Guard or other aid unless requested by the governor of the state. Even though the Feds offered aid, the governor did not accept for 2-3 days later. In the meantime, the state quickly awarded a contract for the coordination of cleanup efforts to the Shaw Group. Interestingly, the governors husband was a high ranking executive with the Shaw Group at the time. After the state awarded the contract, the governor asked for help from the Feds but FEMA had to honor the contract with the Shaw Group and it therefore made a lot of money on the cleanup operations. That's what I was told, don't know if it is all true, but it would make sense considering the way things have traditionally been done in Louisiana.

100% true. Blanco declined federal assistance several times after the storm. The President can’t supersede a Governor sending federal officials or military without permission or a declaration of martial law. People seem to forget basic civics.
The response to Katrina was 100% on the backs of Nagin and Blanco.

The government repeatedly offered help to Nagin and Blanco before the storm but were rebuffed.
At least one such offer was for people to take spots on “deadhead” trains leaving New Orleans, as the trains needed to be relocated anyway and those people would get a free ride.
